The Senate subcommittee charged with NASA oversight will present a $19 billion bill this week that kills President Barack Obama’s proposed shakeup of the agency’s human-spaceflight program, in the process cutting billions from commercial rocket and technology projects that supporters say would have benefited Kennedy Space Center.

Though the bill effectively cancels the delayed and over-budget Constellation moon-rocket program — as Obama requested in his NASA budget — it would repurpose that money to build a new heavy-lift rocket while largely ignoring the president’s call to fund new space-faring technology and commercial rockets that would send humans into space.

A draft of the bill, obtained by the Orlando Sentinel, was presented to NASA last week by the committee, chaired by Florida Democratic U.S. Sen. Bill Nelson. So far the White House has not commented on the bill, but several Florida Space Coast leaders have expressed concern about its impact here.

Even in the company of other astronauts, Buzz Aldrin is still the hippest guy in the room. At the 2010 Astronaut Hall of Fame induction ceremony, which took place earlier this month at the Kennedy Space Center in Florida, Buzz was the Jack Nicholson to NASA’s Oscars. He exuded an effortless cool just by smiling at the crowd, and all eyes were on him even when he wasn’t meant to be the center of attention. The ceremony’s host, Jon Cryer (because when you think of astronauts, you think of the guy who played “Duckie“), perfectly summed up the feelings of pretty much everybody in the audience. “From the moment I arrived,” he said, “it has been all that I can do to keep from saying, ‘So Buzz, when you were like on the Moon and stuff, was it awesome’?”

Of course, Buzz wasn’t the only man to walk on the Moon. There have been eleven others. But he was the second one to do it. And as he once reminded Homer Simpson, “Second comes right after first!” Over the last few months, it seems like Buzz has been everywhere, doing absolutely nothing you’d expect from an 80-year-old legend who’s witnessed magnificent desolation firsthand. He’s rapped about rockets with Snoop Dogg, hosted a WWE Raw wrestling match, stolen scenes from Tina Fey on 30 Rock, and did the Cha-cha-cha on Dancing With the Stars. (A curious side note: He was the second contestant to be voted off Dancing With the Stars this season, which proves that Buzz is nothing if not consistent.) Neil Armstrong may’ve taken a giant leap for mankind, but Buzz tweets and has his own iPhone app.

A group of seventh-graders in California has discovered a mysterious cave on Mars as part of a research project to study images taken by a NASA spacecraft orbiting the red planet.

The 16 students from teacher Dennis Mitchell’s 7th-grade science class at Evergreen Middle School in Cottonwood, Calif., found what looks to be a Martian skylight — a hole in the roof of a cave on Mars.

The intrepid students were participating in the Mars Student Imaging Program at the Mars Space Flight Facility at Arizona State University. The program allows students to frame a research question and then commission a Mars-orbiting camera to take an image to answer their question.

The moon. Yes, that old thing in the sky may hold more than all of the water contained in the Great Lakes, according to a NASA-funded study. Water bottling companies and thirsty-but-dry states are already scurrying to find ways of bringing the H2O back to Earth. Think of the money that could be made. “Moon Water: It’s out of this world.”

Just kidding, of course. For the time being. The Great Lakes are loved by people in bordering states like Michigan, the province of Ontario, Canada, and outsiders thirsty for their share of the largest surface freshwater system on the planet. Fortunately, there aren’t any lakes on the moon ready for sucking. The study, highlighted by iTWire, says the water is located in the moon’s interior, and is indigenous to the moon. Moon drilling, anyone?

The research says the volume of water molecules locked inside minerals in the moon’s interior could exceed the amount of water in the Great Lakes. Could.

It’s possible that a huge ocean covered one-third of the surface of Mars some 3.5 billion years ago, a finding likely to reignite an old argument about that amount of water on the red planet, according to a new report.

The study by the University of Colorado at Boulder is the first to integrate multiple data sets of river deltas, valley networks and topography from a cadre of NASA and European Space Agency orbiting missions of Mars dating back to 2001, the researchers claim.

The Falcon 9, SpaceX’s highest hope for transferring astronauts and cargo to and from the International Space Station had a successful test launch today. One of the remarkable technological features of this spacecraft is its ability to reinitiate a launch sequence soon after a launch abort. With the Space Shuttle, if a launch abort was initiated, that would essentially scrub the launch for that day and they would try again the following day. With the Falcon 9, the launch can restart soon after an abort when the original problem is cleared from the queue.

The International Space Station (ISS) is an internationally developed research facility, which is being assembled in low Earth orbit. On-orbit construction of the station began in 1998 and is scheduled for completion by 2011. The station will remain in operation until at least 2015. With a greater mass than that of any previous space station, the ISS can be seen from the Earth with the naked eye, and, as of 2010[update], is the largest artificial satellite orbiting the Earth. The ISS serves as a research laboratory that has a microgravity environment in which crews conduct experiments in biology, human biology, physics, astronomy and meteorology. The station has a unique environment for the testing of the spacecraft systems that will be required for missions to the Moon and Mars. The ISS is operated by Expedition crews, and has been continuously staffed since 2 November 2000—an uninterrupted human presence in space for the past 9 years and 75 days. As of 1 December 2009, the crew of Expedition 22 is aboard.

The X-51A Waverider flew today, and it flew fast.

The scramjet engine in the experimental aircraft burned for a little over three minutes at around 10 a.m. PDT Wednesday in a test range over the Pacific Ocean, pushing the X-51A to the hypersonic speed of Mach 5, or five times the speed of sound. That was the top speed reached by the aircraft in its brief flight, according to Boeing and press reports citing U.S. Air Force officials.

The 200 seconds of autonomous flight by the U.S. Air Force’s X-51A set a duration record for an aircraft powered by a scramjet (short for “supersonic combustion ramjet”) engine, though in part that can be chalked up to the rarity of any flights at all at this extreme level. The previous record was set by NASA’s X-43A, whose scramjet engine burned for only about 10 to 12 seconds in November 2004; that aircraft zoomed to Mach 9.8.

It had been expected that the X-51A would fly for as long as 300 seconds (that is, five minutes) and would hit Mach 6. During Wednesday morning’s flight, the Waverider suddenly lost acceleration shortly after the 200-second mark for an unexplained reason. “At that point,” Boeing’s press release says tersely, “the X-51A was terminated as planned.” (The Air Force had previously said it had no plans to recover the aircraft.)

Still, those involved in the flight were thrilled with the results.

“We are ecstatic to have accomplished most of our test points on the X-51A’s very first hypersonic mission,” said Charlie Brink, an X-51A program manager with the Air Force Research Laboratory, in a statement. “We equate this leap in engine technology as equivalent to the post-World War II jump from propeller-driven aircraft to jet engines.”
